Why not run an Apple2e emulator, such as the free APPLEWIN under Win95 ?

You can then start up a 'blank formatted disk' (in .dsk image-format)
and program in Applesoft 'till the cows come in'.

You can save your programs to the 'blank disk' (.dsk image).

If you already have an old IIe, or buy one for a few dollars, then you
can legally use the IIe ROMs with your APPLEWIN emulator.
