Your terminology is wrong:
ROM refers to Read Only Memory (ie. software built into Hardware AKA Firmware)
I suspect you mean disk images ?
To transfer an Apple // disk image to a a REAL Apple 5.25" disk you need Apple Disk Transfer. The current version is ADT 1.22. You need ADT on both the sending an receiving ends. ADT is available on both PC's and Macs.
To get started you need a SERIAL cable link from one machine to your Apple // (with a super serial card installed). Install ADT on your sending machine, set the parameters. Do the same on the receiving machine (An Apple // with a 5.25" drive that has the DOS 3.3 version of ADT installed).
