If I remember correctly, you need to use the BSAVE command (under DOS 3.3 or ProDOS) to save the complete memory range of the ROM firmware.
BSAVE A2ROM, A$xxxx,L$xxxx or similar should do it (under DOS 3.3/ProDOS and a //e or ][x). I don't know the memory locations off the top of my head. Once you save the A2ROM file as a binary file, you can then transfer it to an Apple // emulator such as Bernie ][ the rescue or Apple PC.
This all assumes you ARE talking about Apple // ROMs and not Mac ROMs.
